The Programme is a partnership between UNDP and the Government of Finland; it is implemented by the UNDP Global Policy Centre on Resilient Ecosystems and Desertification - Arab States Team, based in Beirut. The Programme provides policy advice, technical assistance and catalytic funding for drylands development and UNCCD implementation in 6 Arab States, namely Morocco, Tunisia, Algeria, Lebanon, Jordan, and Syria.

The main goal of the Government of Finland's Development Policy is to eradicate poverty and to promote sustainable development in accordance with the UN Millennium Development Goals which were set in 2000. Finland places particular emphasis on the importance of issues relating to climate and the environment. The Programme helps put Finnish development policy into operation in the Arab States particularly with regard to UNCCD implementation and the promotion of sustainable development in the drylands.
UNDP's Global Policy Centre on Resilient Ecosystems and Desertification
UNDP's Global Policy Centre on Resilient Ecosystems and Desertificationis one of six UNDP Global Policy Centres, responsible for advancing global thinking and knowledge sharing on inclusive and sustainable development in drylands and other fragile ecosystems. The Centre is located in Nairobi, Kenya and is part of UNDP Bureau Bureau for Policy and Programme Support (BPPS).
UNDP Country Offices
Programme support is channeled through UNDP Country Offices in Morocco, Tunisia, Algeria, Lebanon, Jordan, and Syria. The agreed interventions/projects are executed by national partners within the framework of Country Programmes.
United Nations Convention to Combat Desertification (UNCCD) Secretariat
The permanent secretariat of the Convention was established in Article 23 of the UNCCD. It has been located in Bonn, Germany since January 1999. Its key function is to service the sessions of the COP and its subsidiary bodies.
